Bitcoin 0.3.1 released

这是一个修 bug 的维护版本。已经上传到 SourceForge。Mac OS X 不需要任何修复，所以我们其实不用更新它，0.3.0 仍然可用。

- 增加了 Tiago Faria 做的葡萄牙语翻译

- 修复了用户名含非 ascii 字符时的 22DbRunRecoveryException 问题
Linux
- Laszlo 的修复：把挖矿线程降到最低优先级
- 修复了 libcrypto 链接有问题的情形
- Gavin Andresen 实现的"随窗口系统启动"选项

This is a bugfix maintenance release. It is now uploaded to SourceForge. Mac OS X didn't need any fixes so we don't really need to update it, 0.3.0 is still good.
